OK everyone - I did some research and found the answer myself. I'm posting it here in case someone else has the same question.
First of all, there is an Indian Doctors' Forum in Kuwait; they have a website: www.indiandoctorsforum.org
These are very helpful people and addressed the many questions I had about working in Kuwait as a physician.
In order to practice medicine in Kuwait, foreign doctors will need to pass an exam called the Kuwait Medical Licencing Exam (KMLE). This exam is much simpler than the USMLE(s) or the MCI exam(s). You can find about more about this exam through this Word doc: www.kims.org.kw/booklet/kmle%20text.doc
So, I guess with a little bit of research, I answered my own question.
