Your question is not specific enough to give you a proper answer but broadly speaking, the Ministry of Communications controls the Internet content filtering and all websites containing adult content, pornography, gambling, alcohol, drug use are blocked by the ISPs based on instructions from the MOC.
Now if you're taking about download limits and fair usage policies you'll have to check with the individual ISPs. I hope this answered your question.
